Yes, I think you're right that this is the same dress in both these scenes. It looks like there's a bit of trim around the neckline in the ballroom scene that can't be seen in the tea scene, but this could have been removed. It was common practice to sew lace and other delicate trims onto a dress with a loose running stitch that could be easily broken. The trim could thus be easily removed to launder the dress or to alter the style.
